This is driving me nuts.

I have vague memories of a movie from around the late 80's/early 90's. It was, IIRC, a fairly formula thriller in some ways. Criminal killer couple have a little girl, who ends up with nice, normal family and everyone is put in danger when her bio parents come to get her back. The kid was probably about seven or eight, and I think she was blond. I do remember when her new family takes pictures that the girl comments that her biological father had a camera (which he used to make a record of the terrible things he did).

Does anyone remember this movie? I'm going nuts trying to remember the title.
